  • The First Year for our PARISH PLAN - Progress in 2006 Can you believe it? It is over one year since Our Plan was formally adopted by our Parish Council in December 2005. By this time we had formed the Parish Plan Action Team from the two previous organisations, the ‘Plan Steering Group’ and the ‘Community Committee’. Like many things in life, for us on the Team, progress seems frustratingly slow but volunteers are few and you, the Group Parishioners, raised a lot of issues. The good news is that we have managed to give attention to the following: Many asked if a Mains Gas Supply could be extended (particularly Luston village). You would not believe the amount of dialogue and correspondence it took (Yes, you would!) to establish finally that it is not economically feasible for Parishioners for the supply lines to be extended across the Parishes. The need for a Stile and new permissive pathway from Yarpole Lane to Townsend Park to reduce the dangers (particularly to school children) of walking onto the main road at the North end of Luston village featured heavily in ‘footpath’ issues raised. The path and stile have now been established and are in regular use. The lack of local Playing fields has vexed a number of parishioners for a long time. We researched suitable sites, completed provisional costings and a benefit analysis and presented our report to the Parish Council for consideration. However, before anyone gets excited, this project would represent a major capital outlay and a long term commitment by the community and it has to be said that support is not evident. Despite our attempts to raise volunteer interest in running the project and forming a management team, virtually no-one came forward. Without clear community support (as opposed to simple ‘interest’ expressed in the public meetings) we have to face the fact that it is not likely to go ahead. Similarly the lack of volunteers resulted in the conclusion that we could not hope to succeed with a volunteer-run Shop for which so many expressed a desire. Approaches to commercial outlets also proved fruitless – and so, regrettably, we have to look to other potential solutions. We believe that we should instead support the splendid venture in Yarpole and seek ways in the future to arrange some kind of delivery service for those in our community with no transport. Let us know if you have any ideas!  Whilst our Parish Council have been pushing forward on the well known Traffic and Safety issues on the A49 we have held a number of (very hard to get) meetings with Herefordshire Council and local police about the issues you raised with the Parish ‘B’ roads and lanes. The Council have not moved as fast as we would like and insisted upon yet another traffic survey before taking action. However, we have now identified the immediate priority actions and are following them up. We suspect nothing will be quick and this will be an ongoing subject for the foreseeable future for any Parish Planning Group. We used the data collected during the development of the Parish Plan to provide written support to the Cawley Hall and Gods Acre grant applications for projects which so well matched the community aspirations expressed in questionnaire returns and public open days. We were delighted at the significant help each has received. As part of the ‘Character and Environment’ section of the Plan, many of you said you would like to see local Walks Leaflets. Well, we have the first couple of routes mapped out and some tentative leaflet designs. Some administrative matters need to be cleared up but we hope you will see the first of these sometime in the spring.
